1. The
Structure of Ukrainian Government
Ukrainian powers of government are divided into three
branches: the legislative, which consists of the Verkhovna Rada, the executive,
headed by the President, and the judicial, which is fed by the Supreme Court.
The President is the head of Ukraine. He is elected for a term of five
years with no more than two full terms. The citizen of Ukraine, which attained 30 years, can be the president of Ukraine; has voice; lives in Ukraine during 10 last years and owns an
official language. Duty
elections of President of Ukraine are conducted in the last Sunday of the last
month of fifth year of plenary powers of President. Select President of Ukraine enters on
a post from the moment of kissing book to the people on the solemn meeting of Verkhovna Rada. A president uses the right of
inviolability during implementation of plenary powers.
The Verkhovna Rada's main function is making laws. Law
drafting work is performed by its Committees. The Verkhovna Rada adopts the
State Budget for the period from January 1 till December 31 and controls the
execution of it. The monetary unit of our country is the Hryvnia. Constitutional composition of Verkhovna Rada of Ukraine – 450 folk
deputies which are elected on the basis of common, even and direct law by the
secret vote. The citizen of Ukraine, which attained 21 year in the moment of elections, can be the folk deputy of Ukraine; has voice and lives in Ukraine during the last five years. A citizen which has previous
conviction can not be select in Verkhovna Rada. Plenary
powers of folk deputies of Ukraine are determined by Constitution and laws of Ukraine. The folk deputies of Ukraine carry out the plenary powers on permanent basis. Before the entry in position, the folk deputies of Ukraine kiss book before the Verkhovna

The Cabinet of
Ministers is the highest body of the executive power. The prime minister of Ukraine manages work of Cabinet of Ministers of Ukraine. In the complement of Cabinet of Ministers of Ukraine enter
prime Minister, First vice-prime minister, vice-prime ministers and ministers. It carries out the
fulfillment of the Constitution, as well as the acts of the President, develops
and fulfills national programs on the economic, technological and cultural
development of Ukraine.
The only body
of the legislative power in Ukraine is the Parliament. There are 450 people's
deputies. They are elected for a term of four years on the basis of universal,
equal and direct suffrage by secret ballot.
2. Rights and
Duties of the Ukrainian Citizens
According to
the Constitution itself every person has the right to the free development of
his or her personality, and has obligations before society where free and full
development of the personality is assured.
The
Constitution guarantee the rights to life, non-interference in private and
family life, personal inviolability and the inviolability of dwelling, free
choice of residence, work, rest, education, social security, housing, health
protection, medical care and medical insurance, a safe and healthy environment.
There are no
privileges or restrictions based upon face, colour of skin, political and other
beliefs, gender, ethnic and social origin, property, ownership, position, place
of residence, language, religion.
Citizens have
equal Constitutional rights and freedoms and are equal before law. Citizens of Ukraine perform military services in compliance with the law.
Defense to the
Motherland of the Independence and territorial integrity of Ukraine, and respect for the state symbols are the duties of citizens. Every person must pay taxes
in the order and amount determined by law. No person may damage the
environment, cultural heritage.
3. The Constitution
of Ukraine
The
Constitution of Ukraine was proclaimed and confirmed on June 28, by Verkhovna
Rada. According to it Ukraine is the sovereign, independent, democratic and
legal state. Ukraine is an Unitarian state with single citizenship.
The state
language of Ukraine is Ukrainian. The state symbols of our country are the
National Emblem, the National Flag and the National Anthem of Ukraine. The
National Emblem is a golden Tryzub on a blue Shield. The National Flag is a
cloth with two equal horizontal stripes, the upper coloured blue and the lower
golden yellow.
The land, air
space, mineral resources, wafer and other resources are objects of the property
right of the Ukrainian people. Ukraine is the republic. The people are the only
source of power which is exercised directly and through the bodies of state
power and local self-governments. The Constitution of Ukraine establishes the
country's political system, freedoms and duties of citizens and is the basis
for its laws.
4. Структура українського уряду
Українські органи
влади поділяються на три галузі: законодавчу, представлену Верховною Радою, виконавчу, яку очолює
президент, і судову, яку представляє Верховний Суд.
Президент -
керівник України. Він обирається на п'ять років, не більше ніж на два повні
терміни. Президентом України може бути громадянин України, який досяг 30 років;
має право голосу; проживає в Україні протягом 10 останніх років та володіє
державною мовою. Чергові вибори Президента України проводяться в останню неділю
останнього місяця п’ятого року повноважень Президента. Обраний Президент
України вступає на пост з моменту складання присяги народові на урочистому
засіданні Верховної Ради. Президент користується правом недоторканності під час
виконання повноважень.
Основна функція
Верховної Ради — створення законів. Розробка законів здійснюється комітетами.
Верховна Рада приймає державний бюджет на період з 1 січня по 31 грудня й
контролює його. Грошова одиниця нашої країни — гривня. Конституційний склад
Верховної Ради України – 450 народних депутатів, які обираються на основі
загального, рівного і прямого права шляхом таємного голосування. Народним
депутатом України може бути громадянин України, який досяг 21 року на момент
виборів; має право голосу і проживає в Україні протягом останніх п’яти років.
Не може бути обраний до Верховної Ради громадянин, який має судимість.
Повноваження народних депутатів України визначаються Конституцією та законами
України. Народні депутати України здійснюють свої повноваження на постійній
основі. Перед вступом на посаду, народні депутати України складають присягу
перед Верховною радою України.
Кабінет міністрів
— вищий орган виконавчої влади. Прем'єр-міністр України керує роботою Кабінету
Міністрів України. До складу Кабінету Міністрів України входять Прем'єр-міністр,
Перший віце-прем'єр-міністр, віце-прем'єр-міністри та міністри. Він стежить за
виконанням Конституції, так само як і указів президента, розробляє і виконує національні
програми економічного, технічного та культурного розвитку України. Повноваження
народних депутатів України визначаються Конституцією та законами України.
Єдиний орган
законодавчої влади в Україні — парламент. Він складається з 450 депутатів, Вони
обираються на чотири роки на основі загального рівного та прямого голосування
за допомогою виборчого бюлетеня.
5. Права і обов’язки громадян України
Згідно з
Конституцією кожна людина має право на вільний розвиток особистості, а також
обов'язки перед суспільством, де гарантується вільний і повний розвиток
особистості.
Конституція
гарантує право на життя, невтручання в особисте і сімейне життя, особисту
недоторканість і недоторканість житла, вільний вибір житла, працю, відпочинок,
освіту, соціальне забезпечення, забезпечення житлом, охорону здоров'я, медичне
обслуговування і страхування, безпечне та здорове довкілля.
Не існує
привілеїв чи обмежень через колір шкіри, політичні та інші переконання, стать,
етнічне й соціальне походження, власність, володіння, стан, місце проживання,
мови релігію.
Громадяни мають
рівні конституційні права та свободи і рівні перед законом. Громадяни України відбувають військову
службу відповідно до закону.
Захист Батьківщини,
незалежності й
територіальної цілісності України і повага до державних символів — обов'язок громадян.
Кожна людина повинна сплачувати податки в порядку та кількості, встановленими
законом. Ніхто не має права завдавати шкоди довкіллю і культурній спадщині.
6. Конституція України
Конституцію
України було прийнято 28 червня 1996 року Верховною Радою. Згідно з
Конституцією Україна є суверенною, незалежною, демократичною і законною
державою. Україна — унітарна держава з єдиним громадянством.
Земля, повітряний
простір, корисні копалини, вода та інші ресурси — власність українців. Україна
— республіка. Народ — єдине джерело влади, яка здійснюється безпосередньо й
через органи влади та місцевого самоуправління. Конституція України визначає політичну
систему країни, свободи й обов'язки громадян і є основою законів.
